The Requirements For Cannabis Dispensaries Are Very Clear. 

Requirements for Cannabis Security in Kentucky

Video Surveillance:

Video Retention: Operators must retain video recordings for a minimum of 60-days. 
Exterior Video Coverage: All license types must ensure exterior video surveillance extends at least 20 feet off perimeter of facility.

Alarm Systems:

Types of Alarms: Operators must have a panic alarm (audible emergency) as well as a holdup alarm (silent).
Servicing Requirements: Alarms must be inspected monthly and serviced by an alarm vendor annually.

Security Floor Plan Design:

Limited-Access Areas: Operators must label limited-access areas within the facility on the floor plan design.
Security Equipment Room: The room(s) designated for security equipment must not be used for any other purpose.

Employee Management & Training:

Background Checks: All employees must undergo background checks.
Training Records: Employee training must be documented and recorded.
ID Badges: Operators are responsible for creating employee ID badges, which can be combined with access control keycards.

Additional Dispensary Requirements:

Product Display: Specific rules apply for displaying cannabis products for educational purposes, including security, signage, and product preservation.
Secret Shoppers: Dispensaries should be prepared for secret shoppers who will check compliance and standards.
Drive-Thrus: Dispensary drive-thrus are allowed.
B2C Delivery: Business-to-consumer delivery is allowed. Delivery vehicles must have locked cargo storage, an alarm system, and no external markings indicating cannabis. It is also recommended to have a cell phone for emergencies.

Miscellaneous Security Requirements:


Security Guards: While the state does not require security guards, some municipalities, such as Louisville, may have specific requirements (Kentucky does not require licenses for security guards).
Backup Power: Operators will need a backup generator or an UPS battery to comply with the requirement of providing 24-hours of backup power during a power outage.
Waste and Product Recall Plans: Operators must submit a plan for waste management and product recalls.
